HK Electric Commits Over HK$80 million to Enhance "Smart Power Services" And to Drive Low-Carbon Transformation

HK Electric will set aside more than HK$80 million in 2026 for "Smart Power Services" (see Table 1). Initiatives include continuing to distribute cash coupons to families in need, funding energy efficiency improvements for buildings and supporting underprivileged households in acquiring energy-saving appliances. The company will also launch a trial renewable energy programme on Po Toi Island.

HK Electric will continue next year to distribute cash coupons worth HK$200 to customers joining its concessionary tariff schemes, as well as households identified by welfare organisations or District Councillors as being in financial hardship, benefitting around 10,000 families.

HK Electric will also launch a new "Energy-efficient Appliance Subsidy Scheme" to provide underprivileged households, such as the elderly, disabled persons, and those with chronic illnesses, with energy-efficient induction cookers and electric water heaters. This aims to improve energy efficiency, strengthen fire safety, and enhance indoor air quality.

To strengthen support for the Government's policy on energy efficiency, starting next year, the "Energy-efficient Community Subsidy Programme" will prioritise funding for buildings of non-profit welfare organisations and schools, and premises of non-residential customers that have completed the mandatory energy audit under the Building Energy Efficiency Ordinance (BEEO) to implement energy efficiency enhancement measures. Subsidies will be capped at HK$3 million per building and HK$400,000 per premises.

At the same time, HK Electric will continue its "Energy-efficient Equipment Subsidy Programme" to support non-residential customers who have participated in the Company's Energy Audit Service. Eligible customers can receive subsidies for retrofitting LED lighting and energy-efficient air conditioners and implementing heat recovery systems. Those who have

completed the mandatory energy audit under the BEEO will enjoy a higher subsidy rate at 80% of the project cost.

To support subdivided unit (SDU) households, the "SDU Electricity Charges Relief Programme" will continue, providing a one-off electricity subsidy of HK$1,000 for each eligible household. In addition, the quota for the "NGO Catering Subsidy Programme" will be increased to 120 centres, with the subsidy cap maintained at HK$30,000 per centre. This initiative is expected to enable more community centres to organise food & beverage activities for those in need, while delivering messages that promote energy efficiency and electrical safety to the wider community.

HK Electric General Manager (Customer Services), Mr. Leung Wai-kin, said: "While environmental and low-carbon awareness in Hong Kong continues to grow, there are still many challenges in practising a low-carbon lifestyle. Through various measures under 'Smart Power Services', HK Electric aims to further assist the community in saving energy and reducing carbon emissions, while helping the underprivileged ease their financial burden and enhance their participation in the low-carbon transition."

Regarding the promotion of renewable energy, HK Electric will launch a "Renewable Energy Trial Programme" on Po Toi Island. The programme will provide eligible households with solar photovoltaics panels, energy storage systems and energy-efficient electrical appliances, along with rewiring works, to support remote off-grid community in its low-carbon transition, while enhancing electricity safety and improving energy efficiency. It will run for 24 months.

The "Smart Power Education Fund" will continue to allocate HK$5 million in 2026 to promote green education through a wide range of activities that advocate energy efficiency, low-carbon living and sustainable development. The "Smart Power Gallery", which was upgraded in mid-2025, will continue to promote low-carbon living and the development of a smart zero-carbon caring city.

Over the past seven years, HK Electric has invested nearly HK$420 million through "Smart Power Services" to support different sectors and those in need, driving and educating the community to accelerate carbon reduction and energy-saving efforts. More than 360,000 beneficiaries have been reached.

Energy Efficiency and Renewables

  • Energy-efficient Appliance Subsidy Scheme: Fully funded assistance for underprivileged households recommended by NGOs or District Councillors to acquire energy-efficient induction cookers and electric water heaters;

  • Energy-efficient Community Subsidy Programme: Priority funding for buildings of non-profit welfare organisations and schools, and premises of non-residential customers that have completed the Building Energy Efficiency Ordinance (BEEO) mandatory energy audit, to improve energy efficiency. Subsidy capped at HK$3 million per building and HK$400,000 per premises;

  • Energy-efficient Equipment Subsidy Programme: Support non-residential customers who have participated in HK Electric's Energy Audit Service to retrofit LED lighting, upgrade energy-efficient air conditioners, and install heat recovery systems. Higher subsidy rate at 80% of project cost for customers who have completed the BEEO mandatory energy audit;

  • Renewable Energy Trial Programme: A 24-month programme on Po Toi Island to provide eligible households with solar photovoltaic panels, energy storage systems, rewiring works, and energy-efficient electrical appliances;

  • Subsidies for building owners to improve energy efficiency of communal facilities, capped at HK$500,000 per building;

  • Free energy audit services for non-residential customers.

Community Care

  • HK$200 cash coupons for 10,000 underprivileged households including concessionary tariff residential customers;

  • HK$1,000 electricity subsidy for each disadvantaged SDU household;

  • Expand the quota of NGO Catering Subsidy Programme to 120 centres, with a subsidy cap of HK$30,000 per centre, to provide food and beverage at activities organised for the disadvantaged.

Education & Stakeholder Engagement

  • Funding for schools to carry out energy-saving and renewable energy projects, capped at $50,000 each;

  • Green education activities for general public to promote decarbonisation;

  • Promote carbon neutrality, low-carbon living and business operations, smart city and sustainability via Smart Power Gallery, online platform and various channels.
