HK Electric Activates Adverse Weather Contingency Plans to Ensure Stable and Reliable Electricity SupplyAs Super Typhoon "Ragasa" approaches Hong Kong, HK Electric has activated its adverse weather contingency plans, with comprehensive arrangements in place for our generation system, transmission and distribution network, as well as emergency customer support, to ensure a stable and reliable power supply.
Lamma Power Station, as a key generation facility of HK Electric, is located on an island and is more susceptible to weather and environmental factors. To address this, critical equipment areas within the power station were equipped with breakwaters and flood walls as early as the design stage. In recent years, in response to the threats posed by "storm surges" and "overtopping waves" brought by severe weather, additional flood walls approximately two metres high have been constructed in several strategically important coastal areas within the power station to further minimise the potential impact on generation facilities.
The newly built gas-fired generating units at the power station have all adopted a design specification of construction at +7.0 metres above Principal Datum (PD), significantly enhancing flood resilience and ensuring the facilities are well-prepared for climate challenges that may arise within this century.
In the face of adverse weather, the power station has a comprehensive contingency plan in place, including the advance preparation of additional generating units to swiftly boost system output if needed, in response to unit outages or other emergencies caused by severe weather. Adequate manpower has also been arranged for stationing at Lamma Power Station to provide standby support, ensuring operational readiness even if marine transport services are suspended, affecting our normal staff deployment.
In addition to ensuring stable and reliable power generation, HK Electric has further strengthened its transmission and distribution network across urban areas. Drawing on extensive experiences in handling adverse and extreme weather, including super typhoons, HK Electric has implemented a series of flood prevention enhancements in phases for substations located along the coast or in hillside areas with higher flooding risks. These measures include the

installation of flood walls, barriers or gates, CCTV cameras, automatic water pumps, and flood monitoring and alarm systems.
Furthermore, HK Electric has adopted smart technologies to enhance remote surveillance systems of substations, enabling real-time monitoring of facilities and further improving resilience to flooding.
The HK Electric System Control Centre operates around the clock to monitor and manage the power system, supporting emergency services for customers. The HK Electric Emergency Reporting Hotlines - 2555 4999 (Chinese) and 2555 4000 (English) - are available 24/7, year-round. Engineering teams and contractors are on standby across Hong Kong Island, equipped with mobile command centres and multiple emergency mobile generators to respond swiftly to incidents.
In addition, HK Electric has established a "24-hour Emergency SMS Group" in collaboration with officials from the Home Affairs Department responsible for Hong Kong Island and outlying islands, especially Lamma Island, to maintain real-time communication. In the event of power-related incidents, all parties can quickly exchange information and, where feasible and safe, provide timely support to affected residents and customers.
