West African crude oil differentials were little changed on Thursday amid slow trading on the U.S. Thanksgiving holiday.* Traders were still awaiting January term allocations, while Indian Oil Corp held a tender in the previous session and results from a tender by Pertamina were expected.* Among recent offers, Kissanje at dated Brent minus $1 for December, which was a lower offer from last week's minus 50 cents, according to one trader. * Other offers were unchanged - Djeno at dated Brent minus $3.95, also for December, and Mondo, which was on offer at dated Brent minus $1.50 for January - the trader added. * "Markets are pretty quiet today with the holiday...most eyes are focussed on the Russia deal which perhaps looks unlikely," said another trader. * Russian President Vladimir Putin said on Thursday that outline draft peace proposals discussed by the United States and Ukraine could become the basis of future agreements to end the conflict in Ukraine, but that if not Russia would fight on.
