and Texas RATTLER auto theft programs, whose bait vehicle initiatives, which
utilize BSM technology, recently netted over one-hundred arrests each and have
significantly reduced auto theft rates in each of their respect jurisdictions.
In California, the Stanislaus County Auto Theft Task Force (STANCATT)
deployed their bait vehicles between October 27th and November 19th, 2005
resulting in 79 auto-theft arrests during that period, 68 of them in the bait
vehicles. Following these impressive results, thefts county-wide during
December were down 34 percent from the previous December, a period that
traditionally has a high number of auto thefts. State-wide, over 100
bait-vehicle related arrests were made during this same period testifying to
the success of this unique type of auto-theft program. "When implemented
correctly, bait cars can produce many arrests in a short amount of time;
sometimes even at the same time if placed in the right location. I have
personally witnessed three bait cars all stolen at the same time in the same
city," stated Officer Blake Schnabel of the California Highway Patrol.
In Dallas Texas, the Regional Auto Theft Tracking & Law Enforcement
Response (RATTLER) bait vehicle initiative has resulted in over 100 arrests
and over 60 convictions as of January 31, 2006. The arrestees have a combined
total of 428 prior arrests demonstrating the success of bait vehicle programs
in apprehending experienced thieves. As of December 31, 2005 auto-thefts in
Dallas were down 10.52%. So far during January of 2006, auto theft is down
18.87%, during a month that traditionally has the second highest auto theft
rates.
