Sign-off on the EIA, which documents all aspects of the Rosia Montana mining project from construction through operations and closure and reclamation, marks the first-ever EIA process undertaken in Romania after the approval of the European Union Directive on the management of mine waste from extractive industries. The Rosia Montana EIA team is comprised of more than 100 independent experts, from 10 countries including Romania. "This is a critical milestone in the process of developing Rosia Montana," said Alan R. Hill, CEO of Gabriel Resources. "I thank everyone on the EIA team for such a thorough and professional analysis of our project, and for the timely completion of a report of this scope." "The EIA for this challenging project has been a real iterative process between our independent team and the project designers," said Marilena Patrascu, leader of the EIA team and environmental policy expert, "resulting in a proposal that is compliant with both Romanian and EU law. Our task now is to communicate the development of Rosia Montana to Romanian authorities and to the Romanian public." "While the end-process has taken a few weeks longer than planned," said Fergus Anckorn, deputy leader of the EIA team and Technical Director of Amec Earth & Environmental consultancy, UK, "it's given time for productive cross-checking between the chapter teams that has strengthened the overall product." With some sections written in English and others in Romanian, the final portions of the 5,000 page document are now being translated into Romanian as required by Romanian law - and also into English, in compliance with the Espoo Convention (Hungary having been the only country to raise issues for EIA consideration under the Espoo process). The Non-Technical Summary of the EIA will be voluntarily translated into Hungarian as well. Given the need for technical precision in the translation, the EIA team estimates that certified translations will be completed within a few weeks. Submittal of the EIA is followed by a public consultation period to provide the required framework for public participation in the decision-making process.
