SmartCard Marketing Systems Inc. (SMKG:OTC) announced that it is set to begin implementation of its latest government project focused on digitizing processes for the Judicial Systems, a National ID and “bad actors” verification system framework for a Government in the Caribbean. The project, valued at USD $7.2 million USD, has received formal approvals across multiple internal government agencies, including a key "letter of no objection" clearance from the parliamentary committee and treasury department. The initial funding phase includes a USD $1.8 million deposit to commence the undertaking. This marks another significant milestone for SmartCard Marketing Systems Inc. in advancing secure identity, digitization through tokenization and verification technologies for government infrastructures.

A permission-based digital infrastructure engages Government to enable Judicial, Police and National Institutions to report and publish activities and case files generating profiles on known Bad actors (individuals and businesses) through authorized access tiers. This structure supports secure collaboration among internal departments, law enforcement, financial institutions and regulatory bodies for the purpose of profiling, monitoring, managing and reporting on bad actors. The ability to report and publish relevant profiles to proper authorities is critical for both internal and external agencies.

The project includes

• Bad Actors data input and verification system where Government institutions can implement a secure, multi-tiered permission-based infrastructure that enables centralized monitoring and profiling of suspected, incarcerated and released criminals. This fully digitized framework enhances transactional oversight and supports real-time data exchange across authorized agencies.

• National ID verify: To strengthen identity verification and risk management, it is essential for government bodies to adopt virtual in-person onboarding processes. These include video-based eKYC, digital document attestation with eSignatures, IP logging, multi-factor OTP verification, and OCR scanning as baseline protocols. These measures help reduce fraud, ensure accurate identification, and maintain strict compliance with AML, KYC, and KYB regulations—all while supporting the creation and enrichment of Digital IDs stored in the centralized vault system.

Scope of Work includes:

(i) System Design and Development: Create a scalable and secure Digital ID system tailored to the requirements of the government.

(ii) User Authentication and Access Control: Implement robust authentication methods to ensure secure access for authorized personnel and third-party agencies.

(iii) File Submission System: Develop functionalities allowing third-party agencies to securely submit documents, with tokenization to protect sensitive information.

(iv) Key Exchange System: Implement a secure key exchange system for authorized entities to swap documents securely and efficiently.

(v) AML, KYC, and KYB Search Capabilities: Integrate a comprehensive search tool to access relevant AML, KYC, and KYB information from recognized international agencies and databases.

(vi) Inter-Agency Collaboration Support: Facilitate integration with local government agencies to support the verification of government-issued IDs and other pertinent information.

(vii) Reporting Methodology: Develop an effective reporting system to track and analyze relationships, activities, and transactions involving bad actors and related parties.

(viii) Data Security and Privacy: Ensure compliance with applicable data protection regulations and implement best practices for data security.

(ix) Training and Support: Provide training for government staff and ongoing support for system maintenance and updates.

Bad Actors Profile Creation with Digital ID Tokenized System
