How can municipalities and government agencies productively utilize artificial intelligence, strengthen their digital sovereignty, and simultaneously become more resilient against cyberattacks? At the Smart Country Convention 2026 in Berlin, CANCOM will demonstrate how these three key challenges of administrative digitization can be addressed together. From October 13 to 15, the digital business provider and AI enabler will present concrete solutions and application scenarios in Berlin for an AI-supported, sovereign, and resilient public administration.
The focus of the exhibition booth will be on AI-supported assistance systems for citizens and public administration employees, the CANCOM Municipal Stack as a contribution to the Germany Stack, and a 5-step model for digital resilience. Together with leading technology partners, CANCOM will demonstrate at a roughly 100-square-meter booth in hub27 at Messe Berlin how these approaches interlock and can contribute to a high-performing digital public administration.
"There are already many good approaches, solutions, and initiatives in the digitization of public administration. Now it's crucial to consistently bring them together: Instead of creating new digital silos, we must intelligently interconnect services, specialized procedures, and infrastructure, while simultaneously ensuring digital sovereignty and cyber resilience. Only then will individual digital projects come together to form an efficient digital government," says Martin Welzel, Vice President of Local Government at CANCOM.
A key focus of the trade show presentation is digital assistants for the public sector. Using two specific application scenarios, CANCOM demonstrates how AI can facilitate access to administrative services while simultaneously reducing the workload for employees. In the future, an AI-supported citizen assistant will guide citizens through administrative processes and, for example, provide information on areas of responsibility, required documents, or digital application channels. This makes access to administrative services easier and more intuitive.
In addition, CANCOM is showcasing an administrative assistant for case workers. This assistant intelligently links information from various specialized systems, provides relevant information more quickly, and supports staff with recurring tasks. This simplifies and accelerates processing workflows.
To ensure that new digital offerings do not emerge as isolated solutions, specialized systems, infrastructure, and digital services must work together seamlessly. With the Municipal Stack, CANCOM presents a holistic architectural approach to achieve this. It combines digital workplace solutions, infrastructure, and integration and security components.
As a contribution to the Germany Stack, the CANCOM Municipal Stack creates the technological foundation for linking existing systems and new digital services. This provides municipalities with a framework to gradually evolve their IT landscape while simultaneously laying the groundwork for secure and sovereign digital administration.
In light of increasing cyber threats, the resilience of public institutions continues to grow in importance. A modern digital administration must not only be secure but also remain capable of functioning in the event of a cyberattack and be able to quickly restore critical services. At the Smart Country Convention, CANCOM is presenting a 5-step model for digital resilience that supports municipalities and government agencies throughout the entire security cycle: from regulatory requirements and preventive security measures to incident response and crisis management. The model is complemented by solutions covering compliance, Cyber Defense Center (CDC) services, and professional support during security incidents. The goal is to mitigate cyber risks early on, detect attacks as quickly as possible, and ensure that public institutions remain operational even in the event of a crisis.
