Press Release Luxembourg, 19 September 2025 Coal Energy S.A. updates its strategy: new coal projects in Poland and Romania and the extraction of critical raw materials
Coal Energy S.A., a mining company listed on the Warsaw Stock Exchange (WSE), has updated its development strategy for 2025-2027. The company plans to obtain a license for the exploitation of part of the "Bobrek-Miechowice" hard coal deposit on the border of Zabrze and Bytom. The estimated resources of the seam where the company intends to begin mining amount to 9 million tons. Coal Energy is also preparing to participate in licensing tenders in Romania and is analyzing the possibility of extracting critical raw materials, including rare earth metals, from mining heaps in Poland and Romania. On the Ukrainian market, the company plans to attract partners from the USA to implement joint mining projects.
The updated strategy of Coal Energy for 2025-2027 is based on four pillars:
Coal mining in Poland and Romania
Provision of mining services in Poland and Romania
Development of critical raw material extraction in Central and Eastern Europe and in Ukraine
Advisory services for the mineral resources sector in the global market
In Poland, Coal Energy is starting the procedure of obtaining a license for the exploitation of part of the "Bobrek-Miechowice" deposit located on the border of Bytom and Zabrze. The unused and so far unexploited seams of the 400 series are estimated at more than 9 million tons of resources. To support the licensing process, the company will select a specialized advisor who will coordinate and be responsible for the procedure. To submit a license application, the company must provide:
a geological report approved by the Ministry of Environment;
an Environmental Impact Assessment Report (EIA);
a Deposit Development Project (PZZ), defining the method of access and exploitation of the resources;
an industrial site for accessing the resources and documents confirming the possibility of its use.
In Romania, where the licensing procedure is faster and simpler, the company plans to participate in concession tenders organized by the National Regulatory Authority in the Mining, Petroleum and Geological Storage of Carbon Dioxide. The company's goal is to gain access to deposits of high-quality anthracite coal. Accordingly, the company's president has already met with the Romanian Minister of Energy and the management of the authority responsible for the licensing process. Additionally, on the Romanian market the company is also targeting projects related to the extraction of critical raw materials, including rare earth metals. In this area, Coal Energy's management is in contact with the Romanian Ministry of Economy. The company sees potential in recovering critical metals, especially rare earth elements, from mining heaps. Similar projects have also been analyzed by the company in Poland.

We also have experience in coal extraction from heaps, and now we intend to use technologies enabling the recovery of critical metals, particularly rare earth elements, which are present in heaps in Poland and Romania. In the area of critical raw materials, we also see potential in Ukraine, where we are currently seeking American partners to implement a joint project," said Wiktor Wiśniowiecki, President and founder of Coal Energy S.A.
In addition to mining projects in Poland, Romania, and Ukraine, the company intends to continue its mining services business. This part of the business, currently carried out in Poland, has been generating profits since 2023.
Coal Energy also plans to establish a subsidiary focused on consulting for the mining sector. The new segment will cover asset valuation, due diligence, and transaction advisory. The first project is already being implemented in the USA in the polymetallic ore segment.

Thanks to the financing obtained and the projects launched, Coal Energy is becoming an active participant in the region's energy transition and is building a foundation for new revenue streams," emphasized Wiktor Wiśniowiecki.
The company has secured financial resources for the implementation of licensing procedures in Poland and Romania as well as preparatory work related to mining projects and the development of new business segments.
