Political Contributions and Activity Report (2025)

Applied Materials, Inc. (Applied) participates in efforts to inform policymakers about issues and challenges critical to our company and our customers. Our focus areas include technology regulation, international trade, research and development (R&D), human resources and labor, and sustainability.

Applied participates and engages in the political process through efforts such as participation in trade associations, lobbying, and political contributions. Applied's business is subject to policies and regulations at the international and federal, state, and local levels of government in the U.S., which can have a significant impact on our business. Engagement in the political, regulatory and policy making process is important to our success and in the best interest of our shareholders.

Applied conducts its political activity ethically and in compliance with the law, and consults with outside counsel to ensure political activities follow and are reported as required by applicable international, federal, state, and local laws.

Political Contributions

Our Corporate Governance and Nominating Committee of the Board of Directors, comprised entirely of independent directors, oversees our public policy activities, and receives an annual report detailing our political contributions, and policies relating to our political giving and activity.

Management of political contributions is the responsibility of the Vice President of Communications and Public Affairs, and the Managing Director, Government Affairs, in consultation with outside counsel to assess compliance with applicable laws, regulations, and Applied's policies and procedures. Applied's political spending is aligned to a set of focus areas and not the political preferences of any individual director, officer, or employee.

Pursuant to federal law, Applied does not make political contributions to candidates for a federal office or to third-party federal political committees, such as political parties or political action committees whose purpose is to help elect federal candidates.

Applied Materials Political Action Committee

Applied provides an opportunity for eligible employees to participate in the political process by joining our non-partisan Applied Materials, Inc. Political Action Committee (AMPAC). Participation in AMPAC is completely voluntary. While Applied pays its administrative expenses, Applied does not contribute any corporate funds to AMPAC. AMPAC is funded entirely through voluntary contributions from eligible employees.

AMPAC's activities are overseen and its contributions are reviewed and approved by the AMPAC board of directors. The AMPAC board of directors has established the following criteria to support candidates on a bipartisan basis - position on Applied's priority issues; committee assignment; leadership position; representation of an area where Applied has a facility or significant presence; as well as a candidate's commitment to promote the democratic system of government and the free enterprise system.

AMPAC contributes to federal candidates, political action committees and party committees supporting issues of strategic importance to Applied, consistent with legal requirements. Contributions are made based solely on corporate objectives, without regard for the private political preferences of either the

employees who contribute to AMPAC or individual AMPAC board members. Contributions are not an endorsement of a candidate's comprehensive political views and are evaluated on an on-going basis. AMPAC does not make contributions to presidential or local candidates and does not make independent expenditures to so-called Super-PACs.

AMPAC is registered with the Federal Election Commission (FEC) and political contributions are limited to within the U.S. AMPAC files its contribution reports monthly and quarterly with the FEC. These reports are publicly available and may be found on the FEC website here.

State/Local Political Contributions

Individual state and local laws govern contributions to candidates running for election to state and local offices, as well as local and regional ballot measures. A State Contributions Committee, comprised of the individuals who also serve on the AMPAC Board, oversees corporate political spending at the state and local levels. When warranted, Applied uses corporate funds to make financial and in-kind political contributions within the U.S., as permitted by applicable laws, to candidates for statewide offices, state legislatures, as well as to local or regional ballot measures. Contributions are focused on states and localities where Applied has a facility or significant presence.

Any request for a corporate political contribution at the state or local level requires the review and approval of the Vice President of Communications and Public Affairs, the Managing Director, Government Affairs and the State Contributions Committee, in consultation with outside counsel.

    Advocacy

    Applied actively participates in efforts to inform policymakers about issues and challenges critical not only to Applied and the industry but also our customers, our employees, and the communities we operate in. Our primary policy focus areas include technology, international trade and regulation, talent and workforce development, finance and taxation, and sustainability. Management of our advocacy activities is the responsibility of the Vice President of Communications and Public Affairs, and the Managing Director, Government Affairs.

    Lobbying

    In consultation with outside counsel, Applied complies with all applicable federal, state and local statutes governing the definitions of lobbying activities, corporate engagement in such activities, and reporting requirements. On a quarterly basis, Applied submits reports on federal lobbying activities and expenses as well as semi-annual reports on federal contributions. Applied has not structured or facilitated any "grassroots lobbying" efforts to date.

Business and Trade Associations

Applied maintains memberships in various business and trade associations that may support issues aligned with our policy objectives and add value to Applied, its shareholders and employees. These organizations are comprised of many members and cover a broad set of policy and industry issues. As an industry leader, Applied joins these organizations to share our expertise, align with companies on issues of mutual interest, and advocate for our values and vocalize our concerns. Membership and participation in an organization does not imply Applied's endorsement of the entirety of that association's or its members' policy positions. Where the views of a particular association are not aligned with Applied's views, we engage to share our dissenting views to advance the policy debate within the association membership.

All trade association memberships are regularly reviewed and approved initially and annually by the Vice President of Communications and Public Affairs and Managing Director, Government Affairs.
