Services will initially be provided in the cities of\n \n Kamloops\n \n and\n \n Merritt\n \n , with future plans to expand to\n \n Penticton\n \n . The announcement comes at a time when\n \n Kamloops\n \n , the third fastest growing city in\n \n Canada\n \n , is experiencing one of the\n \n\n highest rates of fatal overdoses per capita in\n \n British Columbia\n \n\n\n , owing to the convergence of multiple factors, including the ongoing toxic drug supply crisis,\n \n\n a 51 per cent increase\n \n\n in the number of people experiencing homelessness, and pressures on the health-system overall.
