Following these impressive results, thefts county-wide during\nDecember were down 34 percent from the previous December, a period that\ntraditionally has a high number of auto thefts. State-wide, over 100 \nbait-vehicle related arrests were made during this same period testifying to\nthe success of this unique type of auto-theft program. \"When implemented\ncorrectly, bait cars can produce many arrests in a short amount of time;\nsometimes even at the same time if placed in the right location. I have\npersonally witnessed three bait cars all stolen at the same time in the same\ncity,\" stated Officer Blake Schnabel of the California Highway Patrol.\nIn Dallas Texas, the Regional Auto Theft Tracking & Law Enforcement\nResponse (RATTLER) bait vehicle initiative has resulted in over 100 arrests\nand over 60 convictions as of January 31, 2006. The arrestees have a combined\ntotal of 428 prior arrests demonstrating the success of bait vehicle programs\nin apprehending experienced thieves. As of December 31, 2005 auto-thefts in\nDallas were down 10.52%. So far during January of 2006, auto theft is down\n18.87%, during a month that traditionally has the second highest auto theft\nrates.\nRobert M.
