This strategic decision was based partly on the fact that GOGY saw a market opportunity. The United States-Peru Trade Promotion Agreement (PTPA) is a bilateral free trade agreement, whose objectives are eliminating obstacles to trade, consolidating access to goods and services and fostering private investment in and between the United States and Peru.Further confirming their strategic decision was the recent signing of the Trans-Pacific Partnership (TPP) which is a trade agreement among twelve Pacific Rim countries (Australia, Canada, Japan, Malaysia, Mexico, Peru, the United States and others) signed on February 4, 2016 in Auckland, New Zealand after 7 years of negotiations. This agreement is intended to promote economic growth; support the creation and retention of jobs; enhance innovation, productivity and competitiveness; raise living standards; reduce poverty in those countries; and promote transparency, good governance and enhanced labor and environmental protections. Among other things, the Agreement contains measures to lower trade barriers such as tariffs and establish an investor-state dispute settlement  mechanism.
