Only 12 percent of those polled indicated they may\nnot support the mine's reopening. The City Counsel for the City commissioned\nFairbank, Maslin, Maullin and Associates to conduct the independent telephone\nsurvey, to better understand local development issues and the relationship\nwith municipal growth. The margin of sampling error for the survey is (+/-)\n5.4 percent at the 95% confidence level.\nBased on the Preliminary Assessment Technical Report (November, 2004 by\nAMEC Americas Limited) Emgold anticipates that this project may directly\nprovide jobs for approximately 400 workers over a planned 20-year period.\nAbout 200 people may be employed in the mine and about 200 in processing and\nceramic manufacturing. A preliminary economic impact study conducted by\nCalifornia State University, Chico was undertaken using the information from\nthe Technical Report and local and regional economic data. The Chico report\nstates that at full production there is a potential for an additional 3,000\nindirect jobs, $754 million/year of direct and indirect revenue to local\nbusinesses, and an estimated $700,000/year fiscal contribution to the City of\nGrass Valley general fund.\nThe City has retained consultants to perform environmental reviews in\naccordance with the California Environmental Quality Act (\"CEQA\") and the\nSurface Mining and Reclamation Act as a prerequisite to issuing a Conditional\nMine Use Permit. The environmental reviews began in December 2005 and are\nexpected to be completed in December 2006 with the circulation of an\nEnvironmental Impact Report (\"EIR\"), at which time they will undergo a public\nreview process that is forecasted to be completed in February 2007.
