A business leader\nwith keen analytical capabilities and strong customer focus. He is the founder\nand President of Esnard Computer Consultants Inc. of Ottawa. The firm's\nprimary business is to provide quality informatics consultants to both the\nprivate and public sectors.\nDr. Esnard holds an MBA from the Harvard School of Business in Boston,\nMassachusetts, PhD degrees in Computer Science and Mathematics from the\nUniversity of Toronto, and a PhD in Communications from the University of\nVermont.\nIn his role as a senior member of the Diplomatic Corps, he has held posts\nin China, the Soviet Union, South Africa and Barbados. He served as chief\nnegotiator during the Biafran crisis.
